새로 미국으로 입국하는 영주권자들은 코로나 바이러스로 인해 경제가 파탄 남에 따라 미국인들의 실업률이 높아지고 있는 현실을 감안하여 미국인들의 일자리를 보호하기 위해 중단되어야 한다고 강조했습니다. 일부 취업비자로 입국하는 새로운 영주권자들이 노동허가서인 PERM을 사전에 받아 미국 노동시장을 교란하고 있지는 않은지 확인하고 있다고는 하지만 이 역시 영주권 취득 한참 이전에 이루어지고 다른 이민 카테고리에서는 새로 입국하는 영주권자들의 고용실정을 파악하고 있지 않기 때문에 이민이 제한되어야 한다고 강조했습니다.

이 이민제한에서 해당되지 않는 경우는 다음과 같습니다.
이미 영주권자;
EB-5 투자이민;
NIW;
Medical Professional;
미국시민권자의 배우자 혹은 미성년 자녀;
미군 가족;
Special Immigrant 중에서도 SI or SQ classification인 경우에는
이 행정명령에서 예외로 입국이 허용 됩니다.
